Crisis situations tend to create create a predicament for systems of government based on absolute power and under a certain set of circumstances can even trigger regime change. No tyrannical regime is secure against wrath of population caused by crisis:
Russians remember Kursk submarine disaster;
Iranians will not forgive downing of Ukrainian civilian aircraft;
and Chinese have a hard time right now coping with devastating Novel Coronavirus (2019-nCoV) outbreak and Xi Jinping’s handling of it.
For totalitarian regimes any crisis can become a straw that broke the camel’s back.
